There's been a few of these ridiculously cheap fares to Jamaica lately from various cities. It seems to perhaps be a part of a new partnership between WestJet and Thomas Cook and they're trying to fill up some seats.
Try December 3 to 18 on ITravel2000.com for example, and then click on '$147' beside the Westlet logo and you'll see this:
And it's bookable. Crazy!
